Since 1965, T. Joseph Touhey has been a practicing trial lawyer in the State of Maryland. During his long career as a litigator, he has tried a civil or criminal jury trial in every county in the State of Maryland—all twenty-three counties plus Baltimore City and the District of Columbia. Few attorneys can claim that feat.
Based on his lengthy civil and criminal trial experience, he is known in local legal circles as a “lawyer’s lawyer” with decades of experience in a variety of civil and criminal high profile cases. He has represented dozens of lawyers, doctors, politicians, Judges, a Governor, Senators, Hollywood movie stars and thousands of average citizens. He laughs and says that his practice consists of “the famous and the infamous.”
Touhey is a 1965 graduate of the University of Maryland School of Law. He has previously served in a variety of public litigation positions including: Assistant State’s Attorney for Anne Arundel County; Assistant Attorney General for the State of Maryland; Special Assistant Prosecutor for Baltimore City; and District Public Defender for Anne Arundel County. In the past, he has served as legislative counsel on the staff of Governor Marvin Mandel and has further been appointed to a variety of governmental study commissions by four Maryland Governors.
His experience as a trial lawyer ranges over a variety of unique civil and criminal cases in State and Federal Courts. Touhey has tried over a thousand personal injury cases in the civil arena; everything from DWI’s to murder cases in the criminal arena, and argued approximately 125 cases before Maryland Appellate Courts, where 50 cases resulted in published opinions. His practice in litigation is in civil, criminal, and domestic matters at all trial or appellate levels. Because of his skills, he receives frequent requests for consultation from other lawyers seeking his advice on strategic handling of cases. He also mediates cases for other lawyers.
Touhey is a longtime member of the Maryland State Bar, the Maryland Trial Lawyers Association, and the Anne Arundel County Bar Association. He has been a perennial “AV” rated attorney with Martindale-Hubbell and also on its list of “Preeminent Lawyers.”
When asked why he continues to enjoy trial practice, Touhey explains that it’s “the…Wow factor. Every time I think I’ve heard just about every possible story, someone visits my office with a story that makes me say ‘WOW! You did what? How many times?’” he says. “For me, the practice of law is grand theater.” Touhey adds, “I truly enjoy meeting with people and helping them solve their problems.”
He is also known as the “Toastmaster General” of the Anne Arundel County Bar for his wry Irish humor and frequent appearance as Master of Ceremonies at judicial and Bar functions.
