Legislation Similar to Anne Arundel County’s January 2024 ‘Bring Your Own Bag’ Act
ANNAPOLIS, MD – The Annapolis City Council has taken a significant step towards environmental sustainability with the Plastic Bag Reduction Act, passed in July and set to take effect on January 22, 2025. The purpose of the Ordinance is to reduce plastic waste and protect local waterways and sensitive ecosystems by prohibiting the retail distribution of plastic carryout bags.
“Our City is committed to protecting the environment and promoting sustainable practices,” said Deputy City Manager Jacqueline Guild. “This initiative will significantly reduce plastic pollution and encourage residents to adopt more eco-friendly alternatives.”
Key Highlights of the Plastic Bag Reduction Act:
- Plastic Bag Prohibition: Retail establishments will no longer be able to provide plastic bags at checkout.
- Paper Bag Fee: A minimum charge of 10 cents will be applied to paper bags, with proceeds retained by retailers.
- Community Support: Many businesses in Annapolis have already voluntarily stopped providing plastic bags.
Special Considerations:
- The City recognizes potential challenges for individuals from lower-income households and will provide free reusable bags to ease the transition.
- Exceptions to the ban include bags for dry-cleaned clothing, baked goods, and bulk items. Other exemptions can be read on the webpage listed below.
- In January 2024, Anne Arundel County adopted the “Bring Your Own Bag Plastic Reduction Act,” joining other jurisdictions from around the state, including: Prince George’s and Baltimore counties, and the municipalities of Greenbelt, Baltimore, Laurel, College Park, Takoma Park, Frederick, Salisbury, and Westminster.
- Baltimore’s City council passed “Bring Your Own Bag” legislation in 2022 and since then, Mr. Trash Wheel (a device that removes plastics and trash from Baltimore waterways), has identified a three-fold decrease in the number of plastic bags captured, according to Trash Free Maryland, a non-profit organization.
- The Plastic Bag Reduction Act represents Annapolis’ commitment to environmental stewardship and creating a sustainable future for its residents.
