Approximately $105.8 Million Investment Will Modernize Community While Protecting Current Residents
ANNAPOLIS, MD - The Housing Authority of the City of Annapolis (HACA), in partnership with the City of Annapolis, Anne Arundel County, the State of Maryland, Community Housing Partners (CHP), and with support from the U.S. Department of Housing and Urban Development (HUD), today announced the next phase of the Robinwood redevelopment, a multiphase investment expected to total approximately $105.8 million.
Robinwood represents another milestone in HACA's long-term effort, referred to as “HACA 2035,” to preserve affordable housing, strengthen neighborhoods, and prepare Annapolis to meet its housing needs for generations to come.
For more than fifty years, Robinwood has provided affordable housing for Annapolis families. Like many public housing communities developed during that era, the property now requires significant reinvestment to continue serving residents. Through a combination of rehabilitation and new construction, the redevelopment will preserve long-term affordability while creating a modern community designed to better serve current and future residents.
Affordable housing is one of Annapolis' most important public assets. Preserving that asset requires more than maintaining aging buildings. It requires long-term stewardship, sustained public investment, and partnerships committed to strengthening communities while protecting the residents who call them home. Robinwood reflects that shared commitment.
"Every generation inherits public assets shaped by the decisions of those who came before it," said Melissa Maddox-Evans, Executive Director and CEO of HACA. "Our responsibility is not simply to manage those assets. It is to strengthen them so future generations inherit an affordable housing system that is better prepared to serve Annapolis than the one entrusted to us. Robinwood reflects that responsibility."
The first phase of redevelopment is planned to include 58 new apartments in three garden-style buildings consisting of 16 one-bedroom, 24 two-bedroom, and 18 three-bedroom homes. Current plans also include rehabilitation of existing townhomes, new senior housing, a new community center, and additional neighborhood amenities. Final project components, unit totals, construction sequencing, and implementation remain subject to financing, design, and regulatory approvals.
Protecting current residents remains central to the redevelopment effort. Residents affected by construction will receive relocation assistance consistent with federal requirements. Under HUD's Rental Assistance Demonstration (RAD) program, residents who must relocate temporarily because of construction retain the right to return to an assisted unit after redevelopment of their phase is complete.

"Our goal with Robinwood is to strengthen the community, not divide or displace residents," said Maddox-Evans. "Current Robinwood homes no longer meet the needs of many families. This transformation provides housing choices that better reflect the lives residents are living today, from senior apartments to updated family townhomes."
The redevelopment is planned to meet Enterprise Green Communities criteria and applicable state energy requirements while creating a more sustainable neighborhood with expanded community gathering spaces and amenities designed to serve residents of all ages.
HACA currently expects financing for the first phase to close in summer 2027. Construction timing will be announced following completion of financing and the required regulatory approvals. Throughout the planning and redevelopment process, HACA and its public and private partners will continue working closely with residents to ensure they remain informed, supported, and engaged.
Robinwood demonstrates what is possible when federal, state, county, municipal, nonprofit, and private partners work together around a shared commitment to preserving affordable housing. It is one of several initiatives through which HACA is strengthening the affordable housing system entrusted to its care, ensuring that it continues to serve Annapolis families not only today, but for generations to come.
