ANNAPOLIS, MD – Mayor Jared Littmann has nominated Charles A. Hall, Jr. to become the City’s new Human Resources Director. Hall has more than 15 years of leadership experience in human resources management across multiple government and educational institutions. Hall will go before the Annapolis City Council on May 26th for confirmation.
Most recently, Hall served as Director of the Department of Human Resources for the District of Columbia municipal government. In this capacity, he oversaw a $21 million budget and implemented city-wide initiatives to improve hiring efficiency and employee engagement. A highlight of his tenure in DC was the successful implementation of return-to-work strategies for 38,000 employees and the implementation of community-based recruiting initiatives focused on equity.
“His expertise in workforce development and employee relations initially made his resume stand out,” said Mayor Littmann. “But during the interview process, we truly discovered the depth of his knowledge and leadership. We are thrilled to welcome him to the City of Annapolis team.”
Prior to his experience in Washington, DC, Hall was Assistant Vice President of Human Resources at Baltimore City Community College and worked for both Baltimore Public Schools and Baltimore City Department of Public Works. He is working on completing his Masters in Human Resource Management and holds a Bachelor of Science in History from St. Mary’s College.
In his new role with the City of Annapolis, Hall will be responsible for overseeing all human resources operations, including recruitment, compensation, benefits administration, and labor relations. He will earn a salary of $197,500.
