Easton, MD- February 22, 2022 – Yesterday in the council chambers at Town Hall, Alan W. Lowrey took the oath of office to become Easton’s Chief of Police, replacing Chief David Spencer, who retired last month.
Chief Lowrey has an impressive history in the law enforcement field, joining the Arlington County Police Department in December 1991. In the first twenty years with the Department, he served in numerous capacities, including patrol officer, crime scene agent, field training officer, SWAT operator, and a detective in the Burglary Unit and Homicide/Robbery Unit. As a young patrol officer and detective, Chief Lowrey attended law school at night at The Catholic University of America, Washington, D.C., and obtained his Doctor of Law degree in 1998. He left the police department in 1998 to work as an associate attorney at the international litigation firm of Crowell & Moring LLP, in Washington, D.C. He is still a member of the Virginia State Bar and District of Columbia Bar.
Heeding the call to return to public service, Chief Lowrey rejoined the Arlington County Police Department in April 2001 and was a first responder to the Pentagon on September 11, 2001, participating in the recovery operations during the following weeks. As a supervisor, Chief Lowrey has served teams in the Patrol Section, Community Policing, Training Unit, Office of Professional Responsibility, and the Homicide/Robbery Unit. He concludes his career at the Department as one of two Patrol Commanders splitting responsibilities for twenty-five supervisors and one hundred thirty-eight corporals and officers working patrol.
During his tenure at the Arlington County Police Department, Chief Lowrey received various awards and commendations for his efforts in community policing, the apprehension of felony offenders, and his commitment to training his fellow officers. In 2011, Chief Lowrey, his wife, Michelle, and their four children, moved to the Town of Easton, where Michelle had grown up, to raise their children around family.
Easton’s Mayor Bob Willey congratulated Chief Lowrey, “I am pleased to welcome Alan as the next Police Chief for the Town of Easton. He scored very high on each of the selection committee's surveys, and his experience and history in the legal field were all benefits for his new position. It was evident that he also was highly regarded by the local police community. Alan’s background provides the experience and teaching abilities needed in today's law enforcement world.”
The swearing-in ceremony was attended by family, friends, community leaders, and other stakeholders.
Said the new Chief of Police: “I see my appointment as an opportunity to use my professional calling to serve the community where I am raising my children and also to serve the men and women of the police department who have kept us safe as we live here. It also allows me to reclaim for my family the time that I have been spending on the road traveling back and forth to Arlington each day. I am thankful for this opportunity, humbled by the people in my life that have helped me get here, and grateful for Chief David Spencer dedicating forty-four years to our profession and the fine police department he has left for our town.”
