Located in Severna Park, the Firm represents more than 250 condominiums and homeowners’ associations in Anne Arundel, Baltimore, Calvert, Carroll, Cecil, Charles, Frederick, Harford, Howard, Montgomery, Prince George’s, Queen Anne’s, Washington, Wicomico and Worcester Counties, as well as Baltimore City. The firm was established in 1995 under the name of Elmore & Associates, P.A. and reorganized in February 2011 under its present name. Currently, the firm consists of three attorneys, and fifteen full‑time and six part‑time staff members. Kathleen M. Elmore is the managing partner with over 22 years of experience focusing on community association law. Ellen W. Throop has over 16 years combined experience in community association law and insurance defense. Kathleen J. Young has over 10 years combined experience in community association law, foreclosures, bankruptcy and real estate settlements. The Firm has dedicated its resources and vast experience to guiding associations through all matters they encounter, from the complex pitfalls of litigation to the necessity of enduring collection actions and everything in between.
rIn addition to providing comprehensive legal advice to the associations, the Firm is an active and leading participant in the Chesapeake Region Chapter of Community Associations Institute (“CRC‑CAI”). Kathleen M. Elmore has served on the Executive Board and Ellen W. Throop served as the President for the Chapter. The Firm frequently provides drafting services and oral and written testimony to various state legislative bodies, including the Maryland General Assembly, as they contemplate new laws which will affect condominiums and homeowners’ associations throughout the State. Kathleen M. Elmore is currently serving as the chair for the Maryland Legislative Action Committee for Community Associations Institute.
rAs part of their dedication to education and professional leadership within the community, the attorneys teach classes for the Maryland Bar Association, Anne Arundel Community College, Baltimore County Board of Realtors, Montgomery County Housing and Community Initiatives, Inc. and CRC‑CAI. The attorneys are also active in numerous professional organizations including the Anne Arundel County Bar Association, the Anne Arundel Chapter of the Women’s Bar Association, and The James C. Cawood, Jr. Inn of Court. Kathleen M. Elmore is a Past President of the Anne Arundel Chapter of the Women’s Bar Association (1994-1996) and The James C. Cawood, Jr. Inn of Court (2007-2008). Ellen W. Throop is also a past President of The James C. Cawood, Jr. Inn of Court and has also served on Peer Review Panels for the Attorney Grievance Commission since May 2006.
